1. INTRODUTION

This RFT document is issued to subcontract the [Foreign Manpower Supplying Services](WORK) for Ar Ratawi Gas Midstream ProjectinBasrah Governorate in Republic of Iraq.

1. China Petroleum Pipeline Engineering Company Limited-Iraq(“CPP”) has, issuedthisRequestforTender(“RFT”)toselectedbidders(eacha“Bidder”)inorder to obtain bid submissions in relation to the project described in brief in paragraph 3 below and in more detail in the scope of work set out in Appendix 6 to this RFT (“Scope ofWork”).

1. FollowingsubmissionoftheBids,CPPmayselectoneBiddertoenterinto a legal agreement with CPP in the form set out in Appendix 10to this RFT (“Agreement”). The Agreement shall detail the Scope of Work, the terms and conditions and agreed fees pursuant to which CPP may engage the selected Bidder(s) to perform all or part of the Scope ofWork.

1. OVERVIEW OF THEWORK

3.1 CPP has been awarded by Construction Services for 20-inch and 26-inch liquefied gas pipelinesProjects. The Project is located from West Qurna 2 and MajnoonOilfield‌to the new Ratawi Gas Processing Plantin Basrah Iraq.

3.2Scope of the work :including but not limited to welder supplement, fitter supplement, operator supplement, surveyor supplement, excavator operator supplement, coating applicator supplement, sand blaster supplement, painter supplement, telecom worker supplement, electrician supplement, rigger supplement, repairman supplement, welding engineer supplement, NDT coordinator supplement, lifting appoint person supplement, environment engineer supplement, receiver management supplement, DCC supplement, safety officer supplement, receiver supplement, coordinator supplement, QC supplement, lifting engineer supplement, translator supplement, labor supplement.

3.3Selected Bidder will be engaged to carry out theForeignManpower Supplying Services.

Onlythebidderswhoareshortlistedthroughthisprocesswillbeeligibleforsubsequentquotationinvitationsinaccordancewiththequalificationexecutionprinciples（Detailsreferto9.11）

3.4The Scope of Works are to be completed within timeframe provided by CPP.

1. SUBMISSION OF BIDDING DOCUMENTS

4.1 Bidding documents shall be composed of TWO parts, Technical Proposal (Un-priced) and Commercial Proposal.

If the bidder has any objection to the technical, commercial requirements in the tender documents, the bidder is requested to clarify in writing to the Tenderee within 7days of receipt of the bidding documents, and no clarification will be accepted after the deadline. If no clarification is provided to the Tenderee, it will be deemed that the bidder can meet all the technical and commercial requirements. The Tenderee has the right to reject the deviation items pointed by Bidder and regard the bidding documents as unqualified.

4.2 Acquisition of Tendering Documents

Time of receiving the tendering documents(Request for Tender): Time of receiving the tendering documents (Request for Tender): 9:00 AM on25February, 2026to 5:00 PM on 12March, 2026(Abu Dhabi Time, the same below).

4.3 Submission of Bidding Documents

Bidding documents shall be composed of two components, Technical Proposal (Un-priced) and Commercial Proposal.

The Technical proposal shall be submitted tobiddingtechnical4@ 9:00 AM (Abu Dhabi Time), 16March, 2026.

The Commercial proposal shall be submitted to bidcommercial4@ 9:00 AM (Abu Dhabi Time), 16March, 2026. The encrypted password shall be sent to the email box separately: password@.The overdue delivery of the bid documents will be rejected, and the delivery time shall be subject to the time of thedesignated email ID.

To enhance confidentiality, the deadline for password submission is 30 minutes after the deadline for document submission. It is recommended that you provide the password within 30 minutes after the document submission deadline (you may use the "scheduled send" function of your email to set the time for the email to be sent).

4.4Should the Bidder fail to submit before the aforesaid deadline, the Proposal Documents will be rejected. The time presented in the e-mail shall be considered as the submission time.

4.5Before the deadline indicated above, the Bidder is entitled to request the Tendereeto check whether the proposals have been successfully delivered to the assigned email address by sending the email to the undersign.

4.6Before 3 days ahead of the deadline indicated above, the Bidder is entitled to request the Tenderee to postpone the deadline for no more than 7 days in total in case of puzzles/difficulties happening to the vendors for preparing the bidding documents.
