采用单一来源采购方式的原因及说明：为进一步宣传常山县加快实施“八大行动”，全力打造“浙西第一门户”的生动实践，扩大常山对外知名度、美誉度和影响力。中共常山县委宣传部拟与省级媒体开展宣传报道合作，将全年重点工作动态、重大系列主题等相关内容全面展示在全省人民面前。
浙江日报传媒有限公司（即浙报集团）作为全省唯一的省级党报，有着十分丰富的传统媒体和新媒体资源，近年来又致力于推动传统媒体和新兴媒体融合发展，建设互联网枢纽型传媒集团，形成了全媒体融合发展态势。2017年-2020年我县已连续四年与浙报集团开展了战略合作，且浙报集团开通了浙江新闻客户端常山频道，由其承接能够降低成本，具有延续性，赢得社会各界对常山更多的关注和支持，为常山“对标重要窗口，实施八大行动”，奋力谱写高质量发展的新篇章，提供强大的舆论支持，营造良好的舆论氛围。
因此，本项目符合《中华人民共和国政府采购法》第三十一条第一款“只能从唯一供应商处采购的”规定及《浙江省财政厅关于进一步规范政府采购管理的通知》第四条第一款“在现有的经济和技术条件下，更换承接主体将无法保证与原有项目的一致性或服务配套要求，且会导致服务成本大幅增加或原有投资损失”规定。
